Google Ads Wasting Budget on Irrelevant Search Terms: The Full Audit Fix
You pull up the campaign export and half the spend sits on search terms that have nothing to do with what you sell — or worse, on Display placements like mobile games and random apps. Impressions and clicks are climbing but conversions aren't, and you know some of that budget is just leaking out through queries and placements you never approved.
Why this happens
Ranked by how often each one is actually the culprit:
- Broad match with no negative keyword discipline. Broad match (and even phrase match, to a lesser degree) will match on intent signals that look related to Google's system but aren't related to your offer. Without weekly pruning, this compounds.
- No shared negative keyword list applied at the account or campaign level. Most accounts have negatives added campaign-by-campaign, ad hoc, which means new campaigns start bleeding from day one on the same junk terms already identified elsewhere.
- Display Expansion or Search Partners enabled without exclusions. Search Partners and Display Expansion pull in placements and queries that behave nothing like core Google Search.
- Automated bidding chasing volume, not relevance. Target CPA/Maximize Conversions strategies will expand match aggressively if conversion volume is low, pulling in looser queries to hit the target.
- Audience signals set too broadly on Performance Max or Display campaigns. Weak or generic audience signals let the algorithm serve on placements with only surface-level relevance.
- Missing or outdated placement exclusion list on Display/Video campaigns. Mobile app placements and low-quality content sites accumulate over time if nobody reviews the placement report.
Fix, step by step
- Open the Search terms report (Insights and reports > Search terms, or Campaigns > Search terms in the left menu) for the last 30-90 days, filtered by campaign.
- Sort by Cost descending. Any search term with spend and zero conversions is your first triage list — export it.
- For each irrelevant term, add it as a negative keyword at the correct level: campaign-level negative if it's specific to one campaign's context, or add it to a shared negative keyword list (Tools > Shared library > Negative keyword lists) if it's junk across the whole account.
- Use exact match negatives for single irrelevant terms, and phrase match negatives for recurring irrelevant word patterns (e.g. "free," "jobs," "salary," "diy," "how to").
- Apply the shared negative list to every relevant campaign, not just the one where you found the problem.
- Switch to the Placements report (for Display, Video, or Performance Max campaigns) under Insights and reports > Where ads showed.
- Sort by cost, identify placements with high spend and no conversions — mobile app placements are usually the biggest offenders.
- Add those placements as exclusions at the campaign level, or build an account-level placement exclusion list under Tools > Shared library > Placement exclusion lists.
- Check whether Search Partners and Display Expansion are enabled under campaign settings. If they're driving low-quality traffic with no conversions, turn them off.
- Tighten match types: shift your worst broad match keywords to phrase or exact, especially any that generated the negative keywords in step 3.
- If using Performance Max, review and narrow your audience signals under Asset groups, and add negative keywords at the account level (Performance Max only supports account-level negatives via Google support request or the account-level negative keyword list, not campaign-level).
- Schedule this audit as a recurring task — weekly for accounts under 90 days old, monthly for mature accounts.

How to verify it worked
Re-pull the search terms report seven days after applying negatives and filter for the terms you just excluded — they should no longer appear.
